Rutherford Technical Services Pty Ltd maintains the belief that training is available to everyone, however some courses may require a prerequisite (previous accredited training or acquired skills and knowledge). You should discuss this information with the participant prior to the commencement of training.
PARTICIPANT SUPPORT
Rutherford Technical Services Pty Ltd can arrange additional learner support such as literacy and numeracy education through RTS consultants, the TAFE network and private organisations. Pass on to the Technical Manager the details of any participants that approach you with regards to literacy and numeracy issues. You, as the trainer, the participant and the Technical Manager will then decide on the best course of action to ensure that the participant has every opportunity to achieve the level of competence they wish and are not limited by language barriers etc.

TRAINING and ASSESSMENT
Rutherford Technical Services Pty Ltd has Training and Assessment practices that allow for high professional standards in presentation and assessment of programs, competence and participant performance. Procedures 3.0, 4.0, 7.0 and 9.0 deal with areas that are discussed below. Ensure you have been informed of the location of the procedure manual and you have access to any information that you may need.
To conduct training and assessments activities or any technical work for Rutherford Technical Services Pty Ltd, you must be suitably qualified (a minimum of Certificate IV in Assessment and Workplace Training) and have proven successful experience in the areas of operation for which they are making presentations. All course information is thoroughly examined before each presentation to ensure they are relevant and easy to use and that participants are able to obtain the most practical and 'best practice' information.
Rutherford Technical Services Pty Ltd uses approved learning resources. In the case of in-house work all course material is tailored to meet the company's needs. Relevant case studies can also be designed. Training resources can be delivered using a number of different methods depending upon the participant and client needs.
Training needs can also be assessed through networks, industry associations, company visits and course participant feedback. All resources used in the delivery of training and assessment services are reviewed as least annually to ensure currency, validity and relevance to industry.
Participant selection for admission into a training program will only be required if there are prerequisites for that program. Enrolment in a training or assessment program involves the participant completing an enrolment form and possibly an RPL request.
Once these forms have been collected from the participants, the enrolment details are entered into the Rutherford Technical Services Pty Ltd Participant database (VETtrak) and RPL requests are assessed by the trainer and either the Technical Manager or Senior Technical Consultant.
Do not attempt to enter data into VETtrak until you have been trained in its use by the Technical Manager or the Senior Technical Consultant and have been issued with a user name and password.
Once this is completed you will conduct an induction session for all participants and any management representatives (where applicable). You will explain the topics, the session timing of the program, the participants responsibilities, your responsibilities as a trainer/assessor and any relevant documentation (training plans, enrolment forms, etc.)
All assessments carried out by Rutherford Technical Services Pty Ltd follow the guidelines set out by the 1996 Ministerial Council (MINCO) Guidelines for Assessment. The assessments must be: - Reliable
- Fair
- Valid
- Sufficient
- Authentic
- Flexible
To ensure that these guidelines are followed, the assessment program includes two or more of the following assessment methods. Other assessment methods are developed as required based on the individual needs of the participant.- Observation in the workplace
- Oral questioning
- Written assessments
- Simulated workplace
- Peer assessment
In addition, the participant and client are involved throughout the planning of the Training and Assessment Program so that specific training needs can be identified and are addressed.
A participant can request to see their personal files at any time. Organise a time with the participant to meet with them so they can view their file and request that file from the Technical Manager or the Senior Technical Consultant. Under no circumstances show or copy participant personal information to anyone without the written authorisation of the participant and the Technical Manager.
You will be required to develop Training and Assessment plans in conjunction with Management and participant. You will discuss the plans with the participants during the induction session at the commencement of training.
ASSESSMENT APPEALS
Participants involved in the training and assessment programs have the right to appeal the assessment decision and request a reassessment at a later time if reasonable grounds are demonstrated for challenging the original outcome. The Rutherford Technical Services Pty Ltd appeals procedure endeavours to provide a constructive mechanism to resolve a disputed assessment and to provide support services to the participant to enable them to achieve competence.
CONTINUOUS IMPROVEMENT
To ensure continuous improvement and to maintain the high standards of training and assessment, Rutherford Technical Services Pty Ltd asks the participant and client to provide feedback on the effectiveness of the training and assessment. In addition to this Rutherford Technical Services Pty Ltd reviews its training and assessment programs and tools annually.
RECOGNITION OF PRIOR LEARNING (RPL)
Participants who have completed whole or part credentials or possess adequate knowledge and experience can request a Recognition of Prior Learning (RPL). To verify this knowledge or skill an assessment program is developed. The assessment program involves at least two methods of assessment and the results are recorded.
Every participant has the opportunity to apply for an RPL. The RPL assessment is based upon the relevant competencies set out in the AQF (Australian Quality Framework). Rutherford Technical Services uses mutual recognition of qualifications issued by other RTO, providing they are relevant and meet all the requirements (AQF, Training Package etc).
If any participants have relevant knowledge or experience gained through previous study or work, supply them with an RPL Application form.
PROBLEMS
Understanding:
If any participant has trouble understanding the training, please discuss it with them and report to the Technical Manager so we can arrange help for them in a personal and confidential manner.
Student Grievances:
If any participant has problems with the overall training and assessment or if they feel as if they have not received full assistance with their learning, please discuss it with them and report to the Technical Manager so we can help resolve any issues.

FLEXIBLE WORKBASED COMPETENCY BASED TRAINING AND ASSESSMENT
Rutherford Technical Services Pty Ltd delivers flexible workbased competency based training and assessment. This methodology ensure training and assessment activities focus on the outcomes of a program where participants are required to demonstrate that they understand and can apply the required skill.
The Flexible workbased training that is delivered as part of the Apprenticeship and Traineeship Training Program must meet all the requirements of the NSW Apprenticeship and Traineeship Training Program Guidelines 2002 Annexure 4. A copy of this is available to all trainers/assessors at the Rutherford Technical Services office or ask the Technical Manager for an electronic copy.

UNITS
This is a broad area of work that would cover various requirements, such as to: - perform individual tasks

- respond to irregularities and breakdown in routine
- deal with the responsibilities and expectations of the work environment, including working with others
ELEMENTS OF COMPETENCY
These describe the detail of the broad area of work. They set out the activities or behaviours that make up the unit.
PERFORMANCE CRITERIA
The performance criteria set the standard or level of performance that is expected.
EVIDENCE GUIDE
The evidence guide outlines how competency might be demonstrated.
RANGE OF VARIABLES
These describe the different circumstances under which the Unit of Competency might be used.
QUALIFICATIONS
The two central components of recognition are the qualification and statement of attainment. - The qualification indicates the level of competence attained as defined by the Australian Quality Framework (AQF) descriptor and standards at a given level.
- The statement of attainment indicates the breadth and depth of competence by showing the specific units completed. A statement of attainment may be issued when a person has completed one or more units of competency for example if a person chose to exit before completing the requirements of a certificate.
AQF qualifications can be issued within the VET sector from levels I to IV then Diploma and Advanced Diploma, provided that person has achieved competence in the type and number of units required.
AQF Level Descriptors
At AQF 1 a worker would typically be engaged in a workplace context in which they: - are responsible for carrying out basic work tasks and responsibilities
- work under direct supervision
- are responsible for their own work outcomes for a limited range of tasks/roles
- exercise minimal discretion
- work within established processes/systems may work as part of a group or team.
At AQF 2 a worker would typically be engaged in a workplace context in which they:- are responsible for operating a unit or sub-system within a wider process or system
- work under general guidance
- operate in defined/familiar contexts
- work within established procedures and systems
- may work as part of a group or team
- exercise limited operational discretion.
At AQF 3 a worker would typically be engaged in a workplace context in which they:- are responsible for the operation of a work process, system or section
- work with limited guidance
- exercise some autonomy
- operate in varied contexts
- work within established procedures and systems
- may facilitate a group or team
- exercise a level of operational discretion
